Introduction
The EUROCULT21 project is a Thematic Network under The Key Action City of Tomorrow & Cultural Heritage in the 5th Framework Programme.
Problems to be solved
The double role of culture, as both the object of targeted policies and basic criterion
for policy making, calls for a renewed effort in the planning-evaluating capability of
the public sector. This is due to the following reasons: the scarce resources (financial,
human, organisational, etc..) available for culture must be channelled towards clear
and measurable goals and targets; the vast range of public actors involved within and
among the European countries must coordinate their actions to produce positive synergy,
to avoid shortcoming and conflict; the same range of different national and Community
public actors must optimise their interactions with the private actors and with those
belonging to the Third sectors; the complex scenario of the different - and often
conflicting - stake-holders must be explored and carefully dealt with; Finally, best
practices must find ways to be disseminated and the benchmarking practices should also
be encouraged within and among the different European countries, as is beginning to happen
on the theme of cultural districts.
Scientific Objectives and Approach
The project EUROCULT21 aims to:
- Promote discussion, identify challenges, exchange best practices and diffuse knowledge
concerning the current role of culture in urban governance, from city objectives (policy
making and programmes) to the methodologies (strategic planning or public-private partnerships).
- Identify new research and funding needs on urban cultural policy in the years to come.
- Formulate innovative cultural strategies in collaboration with other European cities and
University centres.
- Prepare a clear set of recommendations on cultural policy to the European institutions and
Members States.
Expected impacts
EUROCULT21 aims at developing new optimised cultural management tools as well as at creating a
long-lasting forum where cities can develop and exchange best practices, ideas on future plans,
policies and scenarios. After the thematic network period, cities and academics will maintain
this reflection and progress dynamics. urban societies are continuously on the move so that urban
cultural policies need to he monitored and up-dated. The project participants will pass from the
status of suppliers to the status of users of the project results. They will test the new common
indicators and they will invite every European city, research centre and stake-holders wishing
to participate actively in this collective based approach, to continue to enhance the debate and
make new researches on urban cultural policy.
